Two sisters, Norin aged 4 and Norah aged 5 were found to have been abused by their foster parents. Norin had scars which looked like burnt marks on her arms and there were bruises all over her body. Norah was suffering from an injury on her right arm caused by scalding and there were also bruises on her legs. When questioned, their foster parents, En. Hazim and Pn. Kama said that the children were very naughty. According to Pn. Kama the scars were actually the result of rashes. Norin had scratched them so much that there were scars when the rashes healed. The injury, she said was the result of a fight between the children over a spoon. When Norin let go of the spoon both of them were holding, Noran’s hand accidentally hit a pot on the stove. Hot oil splashed on her arm. When questioned, the girls told the same story. The bruises, according to En. Hazim, were caused when he caned the girls. They were quarrelling one day. They started throwing things at each other in the house and breaking them. He wanted to control them. The children then ran over to their neighbour, Pn. Ram. Pn. Ram did not want to get involved. So she took the children back to their house. The children’s
mother Pn. Maznah, was angry over the treatment her sister and brother-in-law gave her
children. She had left her children with them as she wanted to follow her new husband to
his country. She intended to come back for them later when she found a suitable place to
